Project Description

Knoxville is a fast-growing and dynamic region that is home to the headquarters of Pilot Corporation, the largest truck- stop chain in the United States; Clayton Homes, the leading manufactured and modular homebuilder in the country; and Ruby Tuesday, which has more than 900 restaurants worldwide. The University of Tennessee and the Oak Ridge National Laboratory are also located in the region. From 2000 to 2010 the population in Knoxville increased 33 percent to 558,696, and it is part of the Knoxville MSA, which has a population of 852,715.

Boyette was originally engaged by the Innovation Valley region in 2007 to complete an Economic Development Strategic Blueprint for a strategy that addressed recommendations for overall organizational structure for the regional economic development program and staff; identification of targeted business sectors and niche marketing opportunities; development of strategies in key program areas to further strengthen the Innovation Valley brand; and preparation of a marketing plan to enhance awareness of the region and its assets.

Boyette later completed Innovation Valley Blueprint 2.0, which was an update of the original Blueprint that included new recommendations on the structure and funding model to adapt the organization to changing realities in the region, business recruitment/retention, education/workforce, marketing/branding, entrepreneurship/innovation, and sustainability, as well as validation/identification of targeted business sectors, in addition to a comprehensive marketing plan for the region. Implementation and development of metrics was also part of Blueprint 2.0
